When the city of Helena-West Helena could no longer afford to care for 10 stray dogs, the mayor ordered them released into a nearby national forest. Although it is a federal crime to abandon animals on public land, the mayor is convinced he's done nothing wrong. Many of the dogs have already been shot and killed by local residents.
